Driver Training

B + E Training

There have been some big changes in 2021 regarding B+E (towing) here is a little background.  Please keep in mind if you have never towed before it is still best to get some instruction first.  J17 can help with this.

Licences issued before 1 January 1997.

You will not be affected by the changes if you passed your car driving test before 1 January 1997.

You’re usually allowed to drive a vehicle and trailer combination up to 8,250kg maximum authorised mass.

Licences issued from 1 January 1997 to 18 January 2013.

If you passed your car driving test from 1 January 1997 to 18 January 2013, you can currently drive either of the following:

  • a car or van up to 3,500kg MAM towing a trailer of up to 750kg MAM (up to 4,250kg in total)

  • a trailer over 750kg MAM, as long as it is no more than the unladen weight of the towing vehicle (up to 3,500kg in total)

You’ve had to pass a car and trailer driving test if you want to tow anything heavier.

Licences issued from 19 January 2013.

If you passed your car driving test from 19 January 2013, you can currently drive either of the following:

  • a car or van up to 3,500kg MAM towing a trailer of up to 750kg MAM (up to 4,250kg in total)

  • a trailer over 750kg MAM as long as the combined MAM of the trailer and towing vehicle is no more than 3,500kg

You’ve had to pass a car and trailer driving test if you want to tow anything heavier.

As of 20th September 2021.

If you passed your car driving test from 1 January 1997, you’ll be allowed to tow trailers up to 3,500kg MAM when the law changes.

DVLA will update your driving licence record to show that you’re allowed to tow trailers. You’ll get category BE added to your driving licence when you get a new photocard driving licence.

You do not need to contact DVLA for this to happen. It will be done automatically.

You’re only allowed to tow anything heavier if you’re being supervised. When you’re being supervised, you must:

  • display L plates to the front of the car and the rear of the trailer

  • be accompanied by a person who’s at least 21 years old and has had category BE on their driving licence for at least 3 years.

You can be fined up to £1,000, be banned from driving and get up to 6 penalty points on your driving licence if you tow anything heavier before the law changes.

It’s best to take training from a driving instructor if you want to start driving a car and trailer.  Contact J17 to find out more.

Taxi Assessments

How to book your Taxi Driver Assessment

Taxi Driver Regulations

If you wish to become a taxi driver you should contact your local authority to enquire about licensing arrangements in your area both for yourself as a potential taxi driver and for your vehicle. Regulations differ from one local authority to another whether you intend to drive a hackney carriage or a private hire vehicle.

Although regulations differ between local authorities wherever you are, you will definitely need:

  • A medical check

  • A Disclosure and Barring Service check

  • To hold a current driving licence

  • To pay a fee for the issue of the licence

Even if you have penalty points on your licence you may still be able to apply. Check with the licensing authority.

You will need to send a medical report (Form D4) to your taxi licensing authority. Your doctor may charge for this examination.

Earned Recognition

DVSA (Driver and Vehicle Standards Agency) Earned Recognition is a voluntary scheme designed to enable vehicle operators of all sizes to prove that their organisation meets driver and vehicle standards. DVSA Earned Recognition operators regularly share performance information with the DVSA in the form of a monthly report which in turn the DVSA will monitor in terms of KPI's (Key Performance Indicators) that have been set in line with Operator Licence Requirements.

Joining the scheme can lower the amount of roadside checks or inspections, and show your company to be exemplary operators to other agencies or when bidding for future tenders.

As an authorised audit provider, we at J17 can offer you the following:

  • Preparation of policies, procedures and systems

  • Demonstrating an approved DVSA IT supplier system

  • Providing you with an audit report that is submitted to DVSA for approval

  • Providing ongoing compliance advice and services if and when required
